Bill founded GFS in 1995 and RAM in 2006.  He started in the mortgage and structured finance business shortly after getting an MBA in 1981.  Prior to GFS, Bill was with Bear Stearns and other firms.  During his tenure on Wall Street, he structured MBS transactions in mortgage finance and traded and sold a wide variety of other structured transactions as well.  While at GFS, Bill has structured and sold billions of dollars of structured transactions to institutional investors around the world.  GFS also brought the first ABS securitization in Russia to the market in 2005 and the first securitization of Mortgage Certificates in Russia in 2006.  Recently, RAM purchased the largest block of Russian mortgage loans ever sold by the Russian Agency for Housing Mortgage Lending (AHML).  RAM expects securitize this collateral in 2008.

Through RAM Bill and GFS are in the process of creating a funding facility that will standardize the Russian mortgage market.  The US Government recently announced that they were providing $200 million of funding for this venture through OPIC.

Bill earned his undergraduate degree from Cornell University and his MBA from Carnegie Mellon University.
